not necessarily on the ball joints if the job was done right the first time. as far as the timing belt, they’re certain procedures that are advised when you do certain jobs, like changing the clutch when you replace the trani, or replacing the front main seal when the engine is lifted from the vehicle. the timing belt is considered one those collateral procedures.

Yes you will keep replacing ball joints because the suspension is not set up for that. As far as the timing belt goes, It should be replaced at about 60,000 miles. There is a lot of labor involved and part of that labor is water pump removal. So it is best to go ahead and have it done while the mechanic is already in there. This way you will probably save $150.00 to $200.00 in labor charges. If the timing belt has recently been replaced I would say forget it.

If it was just lowered with no other modifications, then yes, you will continue to go through them. You need to properly lower the vehicle with suspension items such as a camber kit, adjustable control arms, etc.

Yes, it is highly recommended to replace the timing belt when replacing the pump.
